running giving me shin splints

I like to run on low weight days at the gym, i will either run on the treadmill or run around the gym and sometimes when they have boot camp this is what we all do except we run down the sidewalk to the block and back and try and beat our times. the problem is the shin splints have been bad when on sidewalk, but okay when on treadmill. why is this?
 
sidewalk is hard concrete, a horrible surface to run on. try to always stick to grass surface or like a track surface which is made of rubber
 
Since it is only on the concrete I believe it is due to the surface being hard. If it were to persist to other surfaces, I would get some good shoes from a running specialty store.
 
most treadmills have shock absorbers on them... im a 10 mile per day runner and i stopped running outside about 10 years ago or more... if you plan on running long term, you are going to want to avoid running outside on concrete as much as possible...
